More un-joined up policy
"Low-level indiscipline" includes things like the kids' bloody mobile phones going off in class when you're trying to bore them into submission with the causes of the Great War.
Ruth Kelly wants less of this kind of thing.
So do I but it doesn't help when you get into school (late, I'm afraid) and there's a dirty great advertisment for a well-known mobile phone company in the foyer!
